The National Care Service (Scotland) Bill was introduced to the Scottish Parliament at June 2022. However, after challenges and delays, not least to the Financial Memorandum addressing the costings underpinning the Bill, a Stage One vote is not now expected until 2024. Meantime, engagement with the public to inform co-design of a Service has been ongoing, and the Scottish Government is reported to have reached an initial agreement with local government and the NHS about accountability arrangements, which could have significant implications for arrangements for responsibility for services, employment of staff and management of assets in the new Service. Does this lead to more confidence in future arrangements, or a greater degree of uncertainty about what the future will hold? What do we presently know about the shape of things to come, and what risks should we be currently considering? This session will provide an update on what we know, and what we can identify as known unknowns, and will give an opportunity for discussion on the risks arising.
