8A (risk): Risk process to risk culture: Scottish Government’s risk management journey

11.45am – 12.30pm GMT, 4 November 2025 ‐ 45 mins

Room: Hermitage-Iona Suite

Session

The Scottish Government has a continuous improvement programme for risk management aimed at developing the organisation’s maturity and ability to identify, manage and prevent the realisation of risks to delivery of the Government’s objectives and priorities. Over the last few years, much of this improvement has focussed on process and guidance and whilst we are more mature than we ever have been before, our maturity is process-based. We need and must move from process to culture, where we live out our risk management guidance rather than simply follow it. In this session, Iain and Robyn will share their experience of developing our risk maturity, where they’ve been, where they want to go and how they plan to go about it. They want this to be a sharing session, so are keen to hear from delegates about what they’re doing to develop risk maturity and share good practice.
