In this session, Tereza explores the journey of developing a joint risk appetite statement for two councils with distinct strategic priorities. Using the HM Government Orange Book framework, we addressed all 13 risk classes, ensuring each was nuanced to reflect organisational differences. Achieving consensus required a considered approach with senior leadership and two separate Cabinets, supported by a structured project methodology and strong stakeholder management to navigate complexity and risks. A key element was upskilling stakeholders to build shared understanding. Tereza will highlight the challenges faced and practical strategies used to embed risk appetite across diverse governance structures.
