Emma Scrivener is Deputy Head of Risks in the Risks and Capabilities in the COBR Directorate at the Cabinet Office. The team is responsible for increasing the UK’s resilience by understanding the risks we face and improving preparedness to deal with them. Amongst other things, the team delivers the publicly available National Risk Register, working with national, local and international partners. Emma has held a variety of roles across a range of UK Civil Service departments including Defra and the Department for Education. Emma has strong experience in crisis management and led teams in the COVID-19 Taskforce between 2020-2022. She is interested in using futures techniques in policy-making.
