From a risk point of view, trees are a problem. Children climb them, their roots undermine the highway and high winds cause havoc. However, in Sheffield a whole new set of tree problems emerged, which led to a Public Inquiry. This is a fascinating study of how contracts, inquiries and risk mix: assessing the risks, a large section of the community protesting against the tree felling, operational decisions, FOI requests on every aspect, cultural, insurance and highways issues plus many others.
