Jim Dickie, Resilience Team Leader at Stirling Council will kick start the day with a presentation on National and local resilience: Are we ready? Providing a case study of a recent severe weather incident and introducing colleagues to a number of operational tools that can be used to support planning and response activities. Michelle McMillan, Operations Manager at City of Edinburgh Council has been involved in the concurrent response to RAAC concrete in council buildings and the Brunstane Primary School decant in Spring/Summer 2023. Michelle will provide a timeline of the events as well as key considerations during that, including lessons learned from the response.
After lunch we have a session on community-based resilience with a national power outage (NPO) from Alex Fitzharris and Donna Morrison from North Ayrshire Council, followed on by a session presented by Lynne MacFarlane, Partner & Solicitor Advocate at DWF, where she will focus on questions of liability in real-life local authority claims, and highlight potential lines of defence and investigation, in order to reduce your claims exposure.
