Meet the committee:

Emma WilshawInsurance Officer at South Cambridgeshire District Council, and has been for the last six years! Emma came from a non-insurance background and has always found networking and utilising her contacts invaluable in growing in her role and expanding her knowledge.

Emma enjoys lifting weights at the gym, padel tennis and reading a self-help book.

Group Manager Ben Turner, Head of Risk and Business Continuity at Essex County Fire and Rescue Service. Ben heads up a small (but mighty) team that supports the Service Manager on all aspects of risk (except for health and safety) and business continuity across the Service. This includes strategic risk, organisational risk, operational risk and the risks facing the Service by future residential and industrial developments.

When not at work he loves going for a run (20km is the target one day, but currently assessing the risk of injury!!), walking his two cocker spaniels and baking sourdough.

Tereza Fairbairn, Risk Management Strategic Lead at Babergh and Mid Suffolk District Councils, where she implemented the HM Government Orange Book enterprise risk management (ERM) framework to support strategic decision-making across both authorities.

Outside of work Tereza is a year round cold water swimmer and has had a couple of memorable polar plunges in the Arctic and Antarctica.

Fiona Timms, Risk & Insurance Manager at Hertfordshire County Council. Fiona joined ALARM in 1992 after starting work in local government and has gained a lot of support from networking with other risk & insurance officers.

In her spare time Fiona trains and competes with her dog in agility competitions.

Lindsay White, Risk Manager – Strategic Delivery for Mencap. Mencap was a 2025 winner for service delivery at the ALARM Risk Awards.
