Helen Brown

National Head of Public Sector Claims, Weightmans

Helen joined Weightmans in November 2016, heading up the rapidly expanding Casualty and Local Government Team in Leeds. With over 25 years' experience in dealing with the full spectrum of employers' and public liability claims, Helen has acted for numerous local authorities, insurers, Lloyd's syndicates and listed companies for a significant number of years. Her particular areas of expertise means she is adept at dealing with all types of claims and particularly those concerning social care, human rights, data protection, stress, bullying and harassment.

Andrew Clarke

Partner, Weightmans

Andrew is a Partner in the Local Government team based in Weightman's Leicester office. He acts for many local authorities, police and fire services, housing providers and education establishments across the country in relation to a wide range of issues.

Andrew specialises in complex, high value, multi-party litigation and has significant experience of stress, bullying, assault and harassment claims, as well as flooding, subsidence and highway winter maintenance claims.

Tereza Fairbairn 

Risk Management Lead, Babergh and Mid Suffolk District Councils

Tereza Fairbairn is Risk Management Strategic Lead at Babergh and Mid Suffolk District Councils, where she implemented the HM Government Orange Book enterprise risk management (ERM) framework to support strategic decision-making across both authorities. She brings a strong analytical background and experience spanning governance, compliance, business change, and risk across both corporate and public sector environments. Her focus is on embedding risk appetite into organisational culture and aligning risk practices with long-term objectives.

Nicky Routh

Head of Group Insurance Services, University of Cambridge

Nicky is currently Head of Group Insurance Services for the University of Cambridge and an active member of ALARM seated on the HE Committee. Experienced Insurance and Risk Manager with a demonstrated history of working in the higher education sector. Skilled in risk management, business interruption, ethical vonduct (bribery and fraud), enterprise risk management, property & casualty insurance and strategic planning. Previously was Insurance Manager at the University of Surrey, Chair of the LUPC (London Universities Purchasing Consortium) Insurance Group and managed insurance at the University for the Creative Arts.

Tilden Watson

Regional Strategic Risk Advisor, Gallagher

Tilden has spent a career embedding practical risk, resilience and internal control solutions within organisations. As a qualified accountant (CIPFA), Internal Auditor (IIA), and member of the Business Continuity Institute (BCI), Tilden has dedicated nearly two decades to the public sector, serving in senior roles in local and central government. His notable roles included audit management and whilst working in central government shaping government risk policy and embedding risk management into significant government initiatives including building schools for the future.

In his tenure with a major public sector insurer, Tilden successfully supported over a hundred public sector clients in integrating robust risk management strategies and developing comprehensive resilience plans. Whilst managing the UK strategic risk team for Zurich he regularly presented at conferences on a range of topical risk issues.

Before joining Gallagher, Tilden spent ten years in a senior leadership role for Zurich, where he demonstrated a track record for innovation, delivering results and enhancing risk and resilience frameworks.

Despite many years in the risk profession, he remains both a pragmatist and an optimist. His passion is to ensure risk management truly supports organisations in achieving their goals in challenging circumstances.
